It is with great pleasure that I announce Charlotte Cope, Engineering Specialist III for the NW District Solid Waste Section in Pensacola, as the Employee of the Quarter for the 4th Quarter CY 2011. In the words of her nominator, Charlotte is always ready to pitch in and help get the job done. She is fair in her dealings with all employees and works with other sections as needed to insure consistency, both internally and with the public. Charlotte daily furthers her program’s mission by conducting thorough application reviews and by working closely with applicants to insure timely and complete submittals, all the while tracking the process and informing staff of upcoming due dates. Her contribution to the permitting section has been instrumental in a 33% decrease in the average number of permits under current review, from thirty when she began to under twenty at present. Charlotte is glad to assist with compliance inspections and to represent her supervisor in meetings and teleconference as needed. She also coordinated the Solid Waste portion of the recent FTE exercise while her supervisor was out of the office. Being genuinely concerned with the proper management of facilities, Charlotte works closely with owner/operators and NWD inspectors to achieve compliance. As evidence of this, she recently worked with a disadvantaged county to assure the financial adequacy of their escrow account, while in the process not overburdening them with unnecessary requirements. In another instance, she spent countless hours at the Kamax C&D facility when the facility caught fire and the owner/operator died, leaving no responsible party. As a result of her efforts, the facility was properly closed. In the words of her nominator, Charlotte “consistently demonstrates fairness, cooperation, respect, commitment, excellence, honesty, and teamwork,” exemplifying these fundamental Department values.
